Our analysis examines the implications of the "Red Sea Deal" signed earlier in 2024—a non-binding memorandum of understanding between Somaliland and Ethiopia—and its alignment with international law.
On April 27, 2023 Vladimir Putin signed a decree to impose Russian citizenship on the Ukrainian people residing within the Russian-Occupied Territories of Ukraine in Donetsk, Luhansk, Kherson, and Zaporizhzhia. PILPG partnered with Orrick, Herrington & Sutcliffe LLP to produce a Rapid Response Analysis of this “Citizenship Decree '', which threatens deportation of anyone who does not take on Russian citizenship by July 1, 2024. Our analysis concludes that this decree not only places undue hardship on the Ukrainians living in the Occupied Territories, but violates multiple treaties of which Russia is a party, including the Fourth Geneva Convention of 1949, the Genocide Convention, and the Minsk agreements.

The Essequibo region, an area broadly recognized as part of Guyana's territory, has been at the center of a territorial dispute between Venezuela and Guyana for the past two centuries. Tensions over this disputed territory have risen over the past few years as new oil deposits have been discovered off the shores of the Essequibo region and negotiations over the disputed territory have stalled. Escalating matters further, Venezuela held a referendum on December 3, 2023, asking the Venezuelan people, whether they agreed to a Venezuelan Essequibo “state”, raising concerns over Venezuela's possible annexation of the disputed territory.
In this rapid response analysis, PILPG and Covington & Burling LLP trace the legal history of the long-standing dispute, outline the critical moments within this history, and chart the potential legal and diplomatic course that this dispute may take.
The purpose of this memorandum is to set forth the argument that the Armenian people of Nagorno-Karabakh are entitled, at a minimum, to the right of internal self-determination and that the current negotiations should provide for the meaningful and effective protection of this right. As such, Nagorno-Karabakh’s Soviet era autonomous status should serve as a benchmark for discussions between Armenia and Azerbaijan concerning the future fate and status of the people of Nagorno-Karabakh.
Atrocity Crimes: Prevention & Accountability
This Rapid Response Analysis provides an overview of the formation and objectives of the Independent Fact-Finding Mission for Sudan (the “Sudan FFM”), as established by the UN Human Rights Council on October 11, 2023. By drawing on lessons learned from previous fact-finding missions, this Analysis also examines the potential impact of the Sudan FFM.
The crimes perpetrated by members of both the Sudanese Armed Forces and the Rapid Support Forces since the outbreak of conflict on April 15, 2023, bear strong indications of qualifying as war crimes and crimes against humanity. Notably, the Prosecutor of the International Criminal Court stated on July 13th that his office is examining new atrocities in the Darfur region, extending the initial ICC investigation under the continued mandate of UN Security Council Resolution 1593.
Despite the absence of provisions for command responsibility in Sudan's domestic law, this analysis unveils several avenues that may facilitate the retroactive application of command responsibility, which seeks to hold leaders of the Sudanese Armed Forces and the Rapid Support Forces accountable for the actions of their subordinates. Therefore, it becomes of utmost importance for all participants in future peace negotiations to be aware that they could potentially be negotiating with individuals, such as General Abdel Fattah al-Burhan and General Mohammed Hamdan Dagalo, who might be held liable for war crimes and crimes against humanity under the doctrine of command responsibility.
This Rapid Response Analysis explores the complaints mechanism established by the African Commission on Human and Peoples’ Rights and its relevance to the current Sudanese conflict. This mechanism, mandated to promote and protect human and collective rights while interpreting the African Charter, allows for the consideration of complaints (communications) regarding alleged Charter violations. The analysis outlines the submission process for state parties, individuals, and non-governmental organizations.
This Rapid Response Analysis examines the "African Commission Working Group on Extractive Industries, Environment, and Human Rights Violations," which focuses on specific issues related to the impact of extractive industries within the African Charter context, particularly violations of human and collective (peoples’) rights by non-state actors. Given the role of extractive industries and environmental factors as drivers of the current conflict in Sudan, effective management and regulation of natural resources could significantly contribute to peacemaking and peacebuilding. This analysis reviews the Working Group's mandate, ongoing activities, the process for submitting materials to it, and the potential relevance of such submissions in the context of the Sudanese conflict.
The Special Rapporteur is an independent human rights expert tasked with reporting, advising, and advocating on critical human rights concerns, particularly regarding transitional justice. The ongoing conflict in Sudan is causing alarming loss of life and egregious human rights violations. Furthering the investigation of such violations, the prosecution of perpetrators, reparations for victims and preventing future violations are at the core of the Special Rapporteur’s transitional justice mandate.

Human Rights
This analysis explores Kosovo's legal obligations concerning the formation of such an association in areas where Kosovo Serbs are the majority. It concludes that Kosovo has fulfilled its commitments under the First Agreement of Principles Governing the Normalization of Relations, the only binding agreement on this matter.
The report further explains how Kosovo's constitutional framework grants municipalities the right to form and join associations. Any further steps by the government would infringe upon these rights.
The conflict that erupted between the Sudanese Armed Forces and the Rapid Support Forces in April 2023 continues to cause extreme hardship in Sudan, with hundreds of thousands seeking refuge or being forcibly displaced from their homes. There are reportedly more than 3.6 million internally displaced persons currently in Sudan.
PILPG collaborated with Covington & Burling to produce a Rapid Response Analysis in light of these developments. The analysis, written by Covington’s Bart Szewczyk, Philipp Tamussino, Ruth Scoles Mitchell, and Karolina Reiter, and PILPG’s Alice Welland, Adrienne Fricke and Chris Goebel, sets out the mandate of the United Nations Special Rapporteur on the Human Rights of Internally Displaced Persons and the submissions procedure available to individuals and groups, and concludes with an assessment of the benefits of engaging the Special Rapporteur on the current situation in Sudan.
The purpose of this Rapid Response Analysis is to lay out the right of Armenians who fled from Nagorno-Karabakh as a result of the Azeri government’s military offensive in September 2023 to return to their territory of origin (Nagorno-Karabakh). The Analysis also sets out the right of Armenian refugees to self-determination upon their return to Nagorno-Karabakh.

Given the paramount importance of Sudan’s neighborhood resistance committees in a future, inclusive Sudanese peace process, this Rapid Response Analysis compares the 2023 Revolutionary Charter For Establishing People’s Power adopted by Sudan’s neighborhood resistance committees (“Revolutionary Charter”) with important negotiation documents from Sudan’s 2022-2023 national political process: the 2022 Draft Transitional Constitution drafted by the Sudanese Bar Association Initiative, the 2022 Political Framework Agreement, and the 2023 Draft Political Agreement (“Foundational Documents”).
Security Arrangements
As ceasefire discussions in Ukraine progress, ensuring a sustainable peace becomes paramount. Authorizing a peacekeeping force is one avenue for preventing a resurgence of fighting once a ceasefire is in place.
