PILPG in Yemen
The Public International Law and Policy Group has implemented capacity building and peacebuilding programs within Yemen for more than a decade. From working closely with civil society organizations, key stakeholders, and policymakers, PILPG has established a broad network of civil society organizations and maintained an excellent relationship with local experts. By establishing a deep sense of trust within communities, PILPG has gained unique access to implement programs that have previously been identified as sensitive or security related. The programs include data collection and facilitating community-led campaigns that focus on critical topics of security.
Most recently, PILPG has completed a three year program in Yemen, focused primarily on increasing knowledge and understanding of preferences and attitudes of Yemeni societal groups in support of a peace process. As a part of this program, PILPG worked with 12 geographically-diverse civil society organizations and conducted 5000 quantitative in-person surveys and implemented more than 300
community-level focus groups and in-depth interviews. Based on the findings of the data collection, PILPG and partner organizations, all part of the Civil Alliance for Peace (CAP)*, drafted numerous factual reports, policy papers, and position papers to convey Yemenis’ conventions and opinions to Track I and Track II actors, in addition to other international stakeholders.
The program is based on the premise that Yemeni civil society is best positioned to survey the Yemeni public opinion at the local level and to further prepare the local environment for reaching a sustainable peace in the country. If Track 1 and 2 actors are better-informed of local Yemeni needs and priorities, the peace process is therefore more likely to build a positive and sustainable peace supported by the local Yemeni community.
*The CAP is an independent community entity that holds legal status in accordance with the Yemeni law for non-governmental organizations (NGOs) and institutions. The Alliance comprises eleven civil society organizations who are active in peacebuilding as well as advocating and promoting youth and women’s roles in peacebuilding throughout Yemen. Each organization within the Alliance holds significant experience engaging in media campaigns and peacebuilding
