The purpose of this Rapid Response Analysis is to lay out the right of Armenians who fled from Nagorno-Karabakh as a result of the Azeri government’s military offensive in September 2023 to return to their territory of origin (Nagorno-Karabakh).  The Analysis also sets out the right of Armenian refugees to self-determination upon their return to Nagorno-Karabakh.

The purpose of this memorandum is to set forth the argument that the Armenian people of Nagorno-Karabakh are entitled, at a minimum, to the right of internal self-determination and that the current negotiations should provide for the meaningful and effective protection of this right. As such, Nagorno-Karabakh’s Soviet era autonomous status should serve as a benchmark for discussions between Armenia and Azerbaijan concerning the future fate and status of the people of Nagorno-Karabakh.

For clarification, this memorandum shall not be construed as advocating a specific outcome to the talks between Armenia and Azerbaijan. That is within the purview of the negotiating parties to determine, and first and foremost, for the people of Nagorno-Karabakh.
